The red box is "title safe," the portion of the video frame where it is safe to put text and graphics and make sure it will display on all televisions or monitors.
It is also possible to take a 16x9 1.33 video, or a 1.33 video that has been stretched sideways to fill a 16x9 display, and create high-definition subtitles. In such a case, the subtitles themselves will be stretched accordingly so that the subtitles will appear normal when the tape is downconverted for display on a 4x3 monitor.
